Kharal, who was the subject of contention between the government of Sindh and the Rangers, was arrested near Hyderabad on 21st July after a raid by law-enforcement agencies. He was accused in various criminal cases including the aiding and abetting of terrorism.
Kharal received bail in illegal weapon possession case and intervention in state matters after submitting surety bonds of Rs. 200,000.
He is believed to be a close associate of Tariq Siyal, the brother of former Sindh Home Minister Sohail Anwar Siyal. He was earlier arrested by the Rangers but was reportedly released on the intervention of some influential people.
Rangers had launched an operation against him and had event raid the house of Siyal in Larkana. The Rangers had also criticised Siyal over his intervention in the affairs of the paramilitary force.
